Is this the same as Technical SEO 101?

No — they complement each other. That one addresses Google’s ability to crawl, index and understand your site. This one addresses your visibility to whoever is searching near you, which is decided mostly outside your website, on a free profile you do not own the platform for.

I sell online only. Is it useful to me?

Probably not, and the first chapter says so plainly. If there is no place to visit and no service area, what you need is ordinary SEO. The book tells you to close it and keep your money.

Do I need a developer?

Not for most of it. More than half the gain lives in the Google profile and needs no developer at all. The structured data chapter is the only part that touches code, and it is written to be handed to whoever maintains your site.
